SCHS: Business Systems and Intelligence (BSI) Branch

Overview

The NC State Center for Health Statistics, Business Systems and Intelligence (BSI) Branch is primarily responsible for administration of the applications and systems carrying vital events data. BSI provides maintenance and operational support to the NC Database Application for Vital Events (NCDAVE) system. 

NCDAVE is a web-based registration system for death, birth, and fetal death vital events. NCDAVE was launched in phases from 2021 through 2024 for its different modules. NCDAVE's rollout was a significant upgrade that modernized vital event registration for North Carolina's partners and citizens.

The BSI Branch's NCDAVE partners include birth facilities, funeral homes, medical providers, Register of Deeds offices, and NC Local Health Departments (LHDs). Our partners contribute vital events data during the vital events registration process.

NCDAVE requires ongoing system administration and maintenance to support BSI partners throughout North Carolina. In addition, BSI is also responsible for maintaining and retiring legacy vital events systems.

In order to effectively carry out its systems support roles, BSI collaborates with vendors regarding system updates, performs user acceptance testing and change management, administers user accounts, and coordinates with other internal teams to provide training and resources to partners who use its vital events systems.
